Summary of Experience:

Over thirty-five (35) years in construction, development, building, property administration and asset management. Experience includes, but not limited to:

Single family homes investment analysis
Multi-family residential contract negotiations
Manufactured housing subdivisions marketing presentations
Commercial /investment real estate demographic studies
HUD housing acquisition, rehabilitation, marketing, sales and loan packaging/presentations
Real estate consulting property management

Business Management:

Managed a real estate Builder/Development firm. Involved in the design, entitlement, development, construction and selling of over 7,000 single-family attached and detached residential units, including multi-family and“manufactured” housing, as well as in excess of one million (1,000,000) square feet of office, commercial, and light industrial space throughout Southern California. Responsible for the initial feasibility analysis to determine site development potential, site selection, and cost estimating. Structured financing, loan packaging, budgeting, subcontractor selection, scheduling, supervision, sales, marketing and customer relations. Managed various trade affiliates of the company, including drywall, rough carpentry, concrete, masonry and general labor.

As to manufactured housing, involved in the design, selection, transport, set-up and final preparation of over 450 such units. Initiated job cost analysis, personnel schedules, safety programs specific to CAL/OSHA and quality control procedures. Chaired and participated in weekly sales and production meetings. Established customer service policies, procedures and programs. Represented the interests of various banking institutions, including First Interstate Bank, Wells Fargo Bank and American Savings and Loan, specific to bank R.E.O.mitigation, including, but not limited to, site and product analysis and budgeting to repair and/or complete product, as well as sales and marketing of products. All represented R.E.O. was successfully marketed and sold, reversing potentially negative returns into profitable ventures.

Successfully bid and negotiated housing projects, both on and off base, for the U.S. Air Force. Projects were located in California, Nevada and Texas. These contracts included over three thousand (3000) residential units, both attached and detached, substantial site improvements, a hotel and many support facilities and amenities. The“competition” was National in scope, each project requiring separate submittal packages and negotiations. Attended all presentation conferences along with a team of various architectural and engineering professionals. Unfortunately, none of the projects were built due to Congress’ enactment of the Base Closure Act.

Responsible for the acquisition, financing, rehabilitation, marketing and sales of U.S. Housing and Urban Development (HUD) owned single-family properties, representing the interests and housing programs of a Non-Profit housing organization. Successfully executed and processed all HUD required applications and reports for participation in HUD’s Single Family Property Disposition Program. A total of 127 homes were acquired and sold through this program in less than two years of operations. Areas of operations extended throughout Southern California.

Construction Supervision:

Coordinated all operations specific to development and construction. Selected and negotiated contracts and provided on-going coordination between architects, contractors and other members of the development team. Planned, budgeted and directed the construction projects. Budgeted time required to complete each step in an effort to meet established deadlines for particular tasks. Acquired necessary permits and licenses, while assuring compliance with building and safety codes and other regulations. Successfully managed build-to-suit projects.

Government Coordination:

Performed tasks necessary to obtain local approval of proposed development, including submittal of land use applications, attendance and participation at public hearings at all levels, organizing and attendance of neighborhood meetings, plan reviews, etc. Served on Boards, Committees and Commissions for governmental, political, commercial, school, building code, and others to further development and community goals.

Property Management:

Responsible for the management of the Property/Asset Management Division of the building company. Activities included management of the maintenance of the common grounds and structures of Company held asset and Homeowner Association properties, including residential, apartment, commercial and professional complexes. Directed third-party management services, managed personnel, directed the build-out (tenant improvements) of office and commercial spaces, prepared capital budgets, developed lease contracts, negotiated leases and directed on-site leasing managers and brokers.
