Emil Marzullo - Board of Advisors

 


Emil Marzullo brings to the Board of Advisers of UNIWORLD Corporation, 27 years experience in Local Government Planning, Budgeting, Infrastructure Development, Public Administration Education, and Public Debt Financing. Mr. Marzullo is currently the President of Inland Development Group, a land and housing development and consulting firm located in Highland, Ca.

From March 1993 until January 2004, Mr. Marzullo was the Director of Special Districts for the County of San Bernardino, California. He was responsible for the administration of more than 120 special districts including water, sanitation, roads, fire, utilities franchises, and debt financing. Mr. Marzullo was the Chief Administrator and strategist for the implementation of infrastructure and services-funding through fees, charges and tax structures, including special assessments and Community Facilities Districts, CSA service charges, and user rates.

Since 1987, Mr. Marzullo has been a visiting lecturer in the graduate School of Business and Public Administration at Cal State University San Bernardino, and has led professional seminars in land development finance at the University of California, Los Angeles, and Davis campuses.

Emil has been actively involved in numerous assessment and special tax proceedings as well as ongoing lien and debt administration. He was successful in bringing complex special tax districts to fruition in the Redlands area to support major economic developments such as (Citrus Plaza - $50 million retail center, Phase I, 2003) and in the Fontana area (Kaiser Commerce Center - $100 million industrial center, 2002). He currently concentrates his efforts on special tax structures and housing development.
